🚫 Zero Tolerance for Harm: Residents must be free from any willful infliction of injury, unreasonable confinement, intimidation, punishment, or deprivation of necessary goods and services.

  • "Willful" means the individual acted deliberately, not that they intended to inflict injury or harm.

  • This covers verbal, sexual, physical, and mental abuse, including abuse facilitated or enabled through technology.

🤝 Preventing Neglect: Facilities must actively provide all goods and services necessary to prevent physical harm, pain, mental anguish, or emotional distress due to the facility's or staff's failure.
